STI Policy for Next Generation

To commemorate the 30th anniversary of its foundation, the Science & Technology Policy Institute (STEPI) is to host the 2017 STEPI International Symposium with the theme of “Science & Technology Innovation Policy for the Next Generation” on 11-12 May 2017 in Korea.

As a leading Korea’s policy think tank, STEPI has devoted to Science, Technology and Innovation (STI) policy researches that could contribute to economic prosperity and well-being of the people in Korea, as well as co-prosperity of the world community as a whole. Now, STI policy communities home and abroad are confronted with new issues and challenges, and, accordingly, STEPI is at a cross-road to move forward and prepare itself to face the new era brought about by shifting a paradigm.

New technological developments, represented by such terms as ‘Industrial revolution 4.0’ and ‘digitalization’ of the industry are requiring new norms and rules of the game. In addition, global issues such as climate change, energy depletion, aging society, epidemic diseases and food safety, coupled with global economic difficulties pose a new challenges and opportunities to STI policy makers and researchers alike.

From the perspective of STI policy, some of pertinent issues of the new era may include followings; a) transformation of STI policy focus from technology supply to demand-based innovation, b) the importance of social and inclusive innovation to address side effects of technological developments such as increasing global inequality, digital divide, privacy and security issues, c) the division of roles between public and private sectors, d) the need for improving public services such as national defense, space, health, energy, e) the desirable role of the policy makers in vision-making, priority-setting, and coordinating stakeholders.

STI improves well-being and benefits for the future generations in many ways. However, it is very much difficult to succeed in on account of its pervasiveness and elusiveness. It is not obsolete but also difficult that anticipating the current STI trends and crafting forward-looking policies when they are finally implemented. This is the very reason that we gather and share our knowledge to prepare for turning points in the future and lay the groundwork for the next generation.

The symposium aims to reflect on its last 30 years of achievements and emphasize STI Policy for the Next Generation. The 2017 STEPI Symposium will provide a meaningful platform to bring together various global opinion leaders to exchange knowledge, share lessons and insights, build networks, and engage in mutual learning. The symposium will inspire not only Korean STI policies but also contribute to sustainable growth in next three decades by discussing four topics; Innovation of Innovation Policy, Foresight as Research and Innovation (R&I) Policy Intelligence, The New Digital Revolution and Industrial Changes, and Global STI in the era of SDGs.
